At first glance I thought these were popped balloons... similar, but different I suppose.
Unfortunately, probably all picked up while blowing around the streets. (at least here)
I guess anything can be used to fashion a creative sculpture or art piece.
But if they weren't recycled...what a waste!

I saw a similar installation at the Biennale dell´Arte in Venice some years ago.
Sometimes simple works, gosh all those plastic bags..they're going to have to send this one on an around the world trip so they never have to find a way to dispose of them :)
